Ending Recurrent Flooding: My Top Priority for the Town of Mount Royal
Each flooding event we experience in the Town of Mount Royal leaves deep marks – in our homes, in our basements, but aboveall in the lives of our fellow citizens.
During every episode, I have gone out into the field, met withaffected families, witnessed flooded homes, material damage, fear, and despair.
These encounters have deeply affected me.
I refuse to let these scenes repeat themselves.
That is why fighting flooding is my top priority.
I am committed to investing taxpayers’ money where it trulymatters – to protect their homes, their health, their safety, and their quality of life.
A Concrete Action Plan – For Today and for Tomorrow
This plan is built on immediate measures, rigorous planning, and sustainable modernization of the sewer and drainage network.
It represents a comprehensive, technical, and human approach -grounded in 30 years of experience in engineering and water management.
As a civil engineer with a master’s and a Ph.D. in hydrologyand hydraulics, I have worked in complex water management environments – in Iran, France, the City of Québec, and for the past 17 years at Hydro-Québec.
This expertise allows me to approach the issue of flooding withscientific rigor, practical insight, and a strong sense of responsibility toward citizens.
Phase 1: Short Term (0–6 months) – Stabilize and ActImmediately
• Targeted inspection of the sewer network using remote-controlled cameras and urgent repairs on critical sections.
• Installation of temporary flow meters and performance of smoke or dye tests to detect infiltration or illegalconnections.
• Rapid update of the hydraulic model using new field data.
• Direct communication with residents, including a public incident reporting system accessible to everyone.
Phase 2: Medium Term (6–18 months) – Plan Smartly and Intervene
• Extend inspections to the entire sewer network.
• Carry out targeted rehabilitation work, prioritized basedon model results and field data.
• Optimize the hydraulic model to anticipate extremeweather events.
• Coordinate with the City of Montreal to clarify eachparty’s roles and responsibilities regarding the Montrealsewer network that crosses through the Town of Mount Royal, and engage independent experts to ensuretransparency and scientific rigor.
Phase 3: Long Term (18 months and beyond) – Modernizefor the Future
• Comprehensive renovation of high-risk segments, integrating modern infrastructure such as retentionbasins, smart drainage systems, and green technologies.
• Continuous monitoring of the network with regularinspections and ongoing model updates.
• Public education programs to encourage citizeninvolvement in sustainable stormwater management.
