Each flooding event we experience in the Town of Mount Royal leaves deep marks – in our homes, in our basements, but aboveall in the lives of our fellow citizens.
During every episode, I have gone out into the field, met withaffected families, witnessed flooded homes, material damage, fear, and despair.<\/p>\n\n\n\n

These encounters have deeply affected me.
I refuse to let these scenes repeat themselves.<\/p>\n\n\n\n

That is why fighting<\/strong> <\/strong>flooding<\/strong> <\/strong>is<\/strong> <\/strong>my<\/strong> top <\/strong>priority<\/strong>.<\/strong>
I am committed to investing<\/strong> <\/strong>taxpayers<\/strong>\u2019 money <\/strong>where<\/strong> <\/strong>it<\/strong> <\/strong>truly<\/strong><\/strong>matters<\/strong> <\/strong>–<\/strong> to <\/strong>protect<\/strong> <\/strong>their<\/strong> homes, <\/strong>their<\/strong> <\/strong>health<\/strong>, <\/strong>their<\/strong> <\/strong>safety<\/strong>, and <\/strong>their<\/strong> <\/strong>quality<\/strong> of life.<\/strong><\/p>\n\n\n\n

This plan is built on immediate measures, rigorous planning, and sustainable modernization of the sewer and drainage network.
It represents a comprehensive, technical, and human approach -grounded in 30 <\/strong>years<\/strong> of <\/strong>experience<\/strong> in engineering and water management.<\/strong><\/p>\n\n\n\n

As a civil <\/strong>engineer<\/strong> with a master\u2019s<\/strong> and a <\/strong>Ph.D<\/strong>. in <\/strong>hydrology<\/strong>and <\/strong>hydraulics<\/strong>, I have worked in complex water management environments – in Iran, France, the City of Qu\u00e9bec<\/strong>, and for the past 17 <\/strong>years<\/strong> at Hydro-Qu\u00e9bec.<\/strong>
This expertise allows me to approach the issue of flooding withscientific<\/strong> <\/strong>rigor<\/strong>, <\/strong>practical<\/strong> insight, and a <\/strong>strong<\/strong> <\/strong>sense<\/strong> of <\/strong>responsibility<\/strong> <\/strong>toward<\/strong> <\/strong>citizens<\/strong>.<\/strong><\/p>\n\n\n\n

Phase 1: Short <\/strong>Term<\/strong> (0\u20136 <\/strong>months<\/strong>) <\/strong>–<\/strong> <\/strong>Stabilize<\/strong> and <\/strong>Act<\/strong><\/strong>Immediately<\/strong><\/p>\n\n\n\n

\u2022 Targeted inspection of the sewer network using remote-controlled cameras and urgent <\/strong>repairs<\/strong> on critical sections.<\/p>\n\n\n\n

\u2022 Installation of temporary<\/strong> flow <\/strong>meters<\/strong> and performance of smoke<\/strong> or <\/strong>dye<\/strong> tests<\/strong> to detect infiltration or illegalconnections.<\/p>\n\n\n\n

\u2022 Rapid update of the <\/strong>hydraulic<\/strong> model<\/strong> using new field data.<\/p>\n\n\n\n

\u2022 Direct communication <\/strong>with<\/strong> <\/strong>residents<\/strong>, including a public incident <\/strong>reporting<\/strong> system<\/strong> accessible to everyone.<\/p>\n\n\n\n

\u2022 Carry out <\/strong>targeted<\/strong> <\/strong>rehabilitation<\/strong> <\/strong>work<\/strong>, prioritized basedon model results and field data.<\/p>\n\n\n\n

\u2022 Optimize<\/strong> the <\/strong>hydraulic<\/strong> model<\/strong> to anticipate extremeweather events.<\/p>\n\n\n\n

\u2022 Coordinate<\/strong> <\/strong>with<\/strong> the City of <\/strong>Montreal<\/strong> to clarify eachparty\u2019s roles and responsibilities regarding the Montrealsewer network that crosses through the Town of Mount Royal, and engage <\/strong>independent<\/strong> experts<\/strong> to ensuretransparency and scientific rigor.<\/p>\n\n\n\n

Phase 3: Long <\/strong>Term<\/strong> (18 <\/strong>months<\/strong> and <\/strong>beyond<\/strong>) <\/strong>–<\/strong> <\/strong>Modernize<\/strong>for the Future<\/strong><\/p>\n\n\n\n

\u2022 Comprehensive<\/strong> <\/strong>renovation<\/strong> of high-risk segments, integrating modern infrastructure<\/strong> such as retentionbasins, smart drainage systems, and green technologies.<\/p>\n\n\n\n

\u2022 Continuous<\/strong> monitoring<\/strong> of the network with regularinspections and ongoing model updates.<\/p>\n\n\n\n

\u2022 Public <\/strong>education<\/strong> programs<\/strong> to encourage citizeninvolvement in sustainable stormwater management.<\/p>\n\n\n\n
