The reform proposed by the Town, though guided by good intentions, risks weakening those who provide this essential service to our residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By-law 1432 on snow removal now seeks to impose a much higher fee on contractors using vehicles&nbsp;<strong>without a snowblower<\/strong>:&nbsp;<strong>$1,000 per vehicle<\/strong>, compared to&nbsp;<strong>$100 for a vehicle equipped with a snowblower<\/strong>.<br>The goal is to modernize practices, but the&nbsp;<strong>implementation of this measure, rushed and without transition<\/strong>, could have significant&nbsp;<strong>economic consequences<\/strong>&nbsp;for local small businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Well-Intentioned Measure, but Poorly Applied<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initially, the Town sought to address certain problematic practices, such as snow being left on public streets after clearing operations.<br>However, the proposed fee difference &#8211; a tenfold increase &#8211; represents an&nbsp;<strong>unsustainable financial burden<\/strong>for many small, family-run businesses.<br>Furthermore, the increase in fines from&nbsp;<strong>$300 to $500<\/strong>&nbsp;adds even more pressure, without offering any&nbsp;<strong>transition plan or adaptation support<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Impact by Business Size<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Small contractors (1-2 vehicles)<\/strong><br>The most affected. The cost of purchasing a mechanical snowblower &#8211; between\u00a0<strong>$25,000 and $40,000 &#8211;<\/strong>\u00a0is out of reach for many, threatening the survival of numerous local businesses.<br>The result: less competition and potentially higher prices for residents.<\/li>\n\n\n\n<li><strong>Medium-sized contractors (3-6 vehicles)<\/strong><br>They may be able to transition gradually, but only at the cost of\u00a0<strong>higher fees and greater financial pressure.<\/strong><\/li>\n\n\n\n<li><strong>Large contractors (7 vehicles or more)<\/strong><br>Better equipped, they will absorb the reform more easily, but\u00a0<strong>at the expense of diversity and local economic vitality.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Modernize, Yes \u2014 Penalize, No<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No one disputes the need for cleaner, more efficient snow removal.<br>However, the current reform is&nbsp;<strong>disproportionate<\/strong>: it creates two classes of contractors and puts the smallest, yet most essential, operators at risk.<br>A successful transition must be done&nbsp;<strong>with contractors, not against them.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>My Commitments, Once Elected Mayor<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Implement a realistic 2-3 year transition period<\/strong>\u00a0to allow for a gradual adaptation to the 80% snowblower requirement.<\/li>\n\n\n\n<li><strong>Establish a joint consultation committee<\/strong>\u00a0bringing together the Town, contractors, and residents to assess the impacts and adjust the regulation as needed.<\/li>\n\n\n\n<li><strong>Adopt a progressive fee structure<\/strong>\u00a0based on company size and type of service provided.<\/li>\n\n\n\n<li><strong>Evaluate the economic and environmental effects annually<\/strong>\u00a0and publish the results to ensure full transparency.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In Conclusion<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modernize, yes.
