{"id":871,"date":"2025-10-02T12:59:08","date_gmt":"2025-10-02T12:59:08","guid":{"rendered":"https:\/\/www.avenircitejardin.com\/?p=871"},"modified":"2025-10-06T13:38:21","modified_gmt":"2025-10-06T13:38:21","slug":"town-of-mount-royal-sports-and-community-centre-my-position","status":"publish","type":"post","link":"https:\/\/www.avenircitejardin.com\/?p=871&lang=en","title":{"rendered":"Town of Mount Royal Sports and Community Centre \u2013 My Position"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As a candidate for Mayor of the Town of Mount Royal, I would like to clarify my position on the Sports and Community Centre (SCC) file.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since my election in November 2021, I have consistently supported the creation of a modern, accessible, and structuring sports facility for our town \u2014 but&nbsp;<strong>not at any cost<\/strong>, and certainly not at the expense of residents\u2019 trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>I have never voted against building a sports centre.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I supported the&nbsp;<strong>Poirier\u2013Fontaine 1.0 version<\/strong>, which was based on a structured planning process. At the time, it would have been preferable to return to the call-for-tenders stage quickly, with a few minor adjustments, rather than start over from scratch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>However, I voted against Peter Malouf\u2019s 2.0 version.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Relaunching a project presented as \u201csimilar\u201d brought&nbsp;<strong>no real added value<\/strong>&nbsp;in terms of costs or timelines. Moreover, the choice of a design\u2013build model was made without any clear evaluation of the steps, costs, quality, or timelines.<br>This approach carries major risks: it could&nbsp;<strong>triple the municipal debt<\/strong>, jeopardize the town\u2019s long-term financial stability, and lead to a&nbsp;<strong>significant tax increase<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the special Town Council meeting on April 28, 2025, at 8:30 a.m. (<a href=\"https:\/\/www.youtube.com\/watch?v=zARQ19ml_IA\">3min24<\/a>), (<a href=\"https:\/\/www.youtube.com\/watch?v=zARQ19ml_IA\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/www.youtube.com\/watch?v=zARQ19ml_IA<\/a>), I voted in favor of awarding the contract to the consortium&nbsp;<strong>\u00c9QUIPE SPORTS ET COMMUNAUT\u00c9 VMR<\/strong>&nbsp;for $89,413,617 (taxes included).<br>This decision, made with caution and clear-eyed realism, was taken because, at such an advanced stage, there was unfortunately no longer any realistic alternative to move the project forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, I continue to strongly denounce:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the lack of transparency throughout the process;<\/li>\n\n\n\n<li>more than four years of accumulated delays;<\/li>\n\n\n\n<li>millions of dollars wasted on outdated studies and plans;<\/li>\n\n\n\n<li>the loss of 3,200 m\u00b2 of gross building area compared to the original 2021 project;<\/li>\n\n\n\n<li>the absence of reliable and publicly available cost estimates;<\/li>\n\n\n\n<li>the fiscal uncertainty for residents due to increased municipal debt;<\/li>\n\n\n\n<li>as well as quality risks associated with the design\u2013build model.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Comparative Cost Analysis<\/strong><\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Area and Project Evolution<\/strong><br>\u2022 2021: 14,599 m\u00b2<br>\u2022 2025: 11,402 m\u00b2 (\u201321.9%)<\/li>\n\n\n\n<li><strong>Construction Costs (including taxes)<\/strong><br>\u2022 2021 (turnkey project, EBC version): $88.4 M<br>\u2022 2025 (smaller building, without landscaping, green roof, HQ connections, etc.): $89.4 M<\/li>\n\n\n\n<li><strong>Effect of Inflation (2021\u20132025)<\/strong><br>\u2022 Cumulative increase in construction costs: approx. $33.4 M \/ +37.86%<\/li>\n\n\n\n<li><strong>Additional Costs from Delays and Changes<\/strong><br>\u2022 Outdated plans and drawings: $2.9 M<br>\u2022 Lost subsidy: $3.0 M<br>\u2022 Prequalification and studies: $1.2 M<br>\u2022 Other costs: $1.7 M<br>\u2192&nbsp;<strong>Total additional costs:<\/strong>&nbsp;$8.8 M<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>My Key Findings Are Clear<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Four years of delays have led to a significant increase in overall expenses.<\/li>\n\n\n\n<li>Construction cost indexation between 2020 and 2025 alone added more than $33 M to the total cost.<\/li>\n\n\n\n<li>There remains a lack of transparency regarding the additional costs generated by delays and successive changes.<\/li>\n\n\n\n<li>The building program was reduced by&nbsp;<strong>21.9% of total area (3,197 m\u00b2)<\/strong>&nbsp;to partially offset inflation impacts.<\/li>\n\n\n\n<li>The&nbsp;<strong>estimated fiscal impact<\/strong>&nbsp;for households is at least&nbsp;<strong>$1,200 per year<\/strong>&nbsp;for a single-family home valued at $2 M.<\/li>\n\n\n\n<li>These overruns and delays are the&nbsp;<strong>direct result of Peter Malouf\u2019s administration and the council members<\/strong>who supported this late and poorly prepared policy shift.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conclusion<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>By replacing the original project with the current version since 2021,&nbsp;<strong>Peter Malouf\u2019s team has significantly increased the financial burden on taxpayers<\/strong>.<\/li>\n\n\n\n<li>The officially announced cost of $89.4 M (taxes included) does not include the $8.8 M already incurred due to delays and changes since 2021. This brings the&nbsp;<strong>total estimated cost to $98.2 M (taxes included)<\/strong>&nbsp;\u2014 a provisional amount, since the project is not yet finalized.<\/li>\n\n\n\n<li>To partially contain this increase, the building area was reduced by 21.9% (3,197 m\u00b2), but this does&nbsp;<strong>not compensate for the $33.4 M in construction cost indexation<\/strong>&nbsp;between 2020 and 2025.<\/li>\n\n\n\n<li>In addition, choosing the&nbsp;<strong>design\u2013build<\/strong>&nbsp;model instead of the original turnkey approach carries a&nbsp;<strong>higher risk of lower quality and weaker execution control<\/strong>.<\/li>\n\n\n\n<li><strong>Taxpayers deserve better<\/strong>&nbsp;than a scaled-down, delayed project weighed down by poorly prepared political decisions.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>My Commitment Going Forward<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Deliver a modern, functional, and accessible sports centre that truly meets community needs.<\/strong><\/li>\n\n\n\n<li><strong>Ensure strict and transparent oversight of the consortium\u2019s work to limit any cost overruns.<\/strong><\/li>\n\n\n\n<li><strong>Publish a clear and regularly updated dashboard showing costs, progress, and changes.<\/strong><\/li>\n\n\n\n<li><strong>Assign a strengthened oversight and accountability role to the CCU to ensure adherence to budgets and timelines.<\/strong><\/li>\n\n\n\n<li><strong>Make operating costs fully public to avoid any unpleasant fiscal surprises.<\/strong><\/li>\n\n\n\n<li><strong>Clarify the real tax impact before the project\u2019s completion.<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cOn November 2, choose and vote for \u00c9quipe Maryam to restore rigour, transparency, and accountability at the heart of our town.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Maryam Kamali Nezhad, Eng., Ph.D.<\/strong><br>Candidate for Mayor of the Town of Mount Royal<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As a candidate for Mayor of the Town of Mount Royal, I would like to clarify my position on the Sports and Community Centre (SCC) file.
